Colored reproduction of a 19th century cartoon. Possibly a photograph: the cartoon is at an angle with respect to the frame of the image, and there are a wood background, and several tacks, visible. Pencil marks have been made as a guide to crop the object to the size of the cartoon.
The cartoon itself depicts a vagrant in ragged and patched clothes and shoes, with a large bulbous nose and a five-o'-clock shadow, pointing in wonder at a broadside which reads, "Pavillion Pall Mall To Be Seen A PRINCE OF WHALES 95 feet Long Admission 3[?]". The caption printed below the scene is, "READING & UNDERSTANDING. A Prince of Wales 95 feet Long!! my eyes! Wot a King he'll Make!!!" Also printed on the cartoon is a sign reading "Tregear's Flights of Humor No. 9", and the text "Pub by Tregear, Cheapside [number]."
